Primary Balance    
意味：基礎収支または基礎的財政収支

説明：
Primary balance refers to the basic fiscal balance, representing the balance between tax and non-tax revenue and the expenditure other than government bond redemption and related interest payment. This is an index showing how much of the required expenditure is covered by tax and other revenues.  

日本語訳：
基礎収支プライマリー・バランスとは、税収・税外収入と国債費（国債の元本返済や利子の支払いにあてられる費用）を除く支出との差額のことで、必要とされる経費が税収等でどれだけまかなわれているかを示す指標。 

 注：基礎的財政収支がマイナスになると、追加の国債発行が必要となり国の借金が増加し財政は悪化する。従って、基礎的財政収支がプラスであることが財政政策の基本になるという考えとなる。
